Update maven-site-plugin to 3.21 #1275

There's been some significant changes in the plugin over the year, so this will give a refreshed look to our development website.

It needs to be coordinated with https://github.com/PavlidisLab/pavlab-starter-parent. It would be part of a minor release (1.2 -> 1.3) and the Maven requirement would be bumped to 3.6.3 as well.

Looks like the master branch was already on 3.20. This is what the new website would look like (minus our logo, links and additional reports).
