• Update link for reporting possible bugs in openscap_api.py

Rationale

At the bottom of the man page for the oscap tool, the following text appears:

REPORTING BUGS
       Please report bugs using https://github.com/OpenSCAP/openscap/issues
       Make sure you include the full output of `oscap --v` in the bug report.

This change ensures consistency by directing users to the same location for reporting issues
