prometheus-frr-exporter: fix communication to frr unix socket

In addition to accessing the unix socket address family, it is necessary to either add the frr-exporter user to the socket files (e.g. /var/run/frr/bgpd.vty) using a posix acl, or to run the exporter with the frr user / frrvty group.
