Thanks to @k-doering-NOAA for providing a link to REditorSupport for how to set up R in VS Code that contains information on EVERY piece that was previously listed out in the collaborative workflow. Close #110

Thanks to @k-doering-NOAA for providing a link to REditorSupport for how to set up R in VS Code that contains information on EVERY piece that was previously listed out in the collaborative workflow. This PR removes the instructions on how to set up needed and suggested parts of VS Code in favor of listing the link to REditorSupport that provides directions for all of the pieces. The link is specific to Windows but there are instructions for mac and linux users on the website and are listed on the menu in the provided link.
