Speckling Issues in GHI-MR

Issue:
Speckling has been observed in the soil moisture variables of GHI-MR. The issue arises from noise in the NRT RST file, caused by DA perturbation affecting the ensemble members.

Temporary Solution:
Currently, we are using only the non-perturbed member from the RST file to mitigate the issue.

Ongoing Efforts:
We continue to explore and work on more robust solutions, such as directly applying a Gaussian filter to the RST file.
