Promote 3 covid-19 collections to production

  • slowdown-proxy-covid-19-changing-landscapes
  • recovery-proxy-maps-covid-19
  • togo-agriculture-covid-19

How tested

Executed discovery and publish collections in test before running in production

@sandrahoang686 I just tagged you for visibility, this was a kind of odd task piecing together some legacy collections for production but the end result is probably how our promote staged STAC collections to production will look with configuration for running the ingestion steps and creating collections in the production database

^^ the actual changes looked good, just added some .gitgnore changes to keep DS_Store files out
