Adds special BV values for Thunder/FASCAM arty rounds as I read them from TO:AUE 197, 185 and TO:AR 152. The minefield ammo BV even from 1t is often higher than that of the launcher and is clamped and marked as "Excessive".

The minefield density for Arrow-IV Thunder also seemed to be missing the Clan/IS differentiation in the gameManager.

Fixes #4706
