Add requirements for easier local development.

This commit adds the necessary requirements file, enabling developers to perform local development setups more conveniently.

Additionally, included instructions on "How to Compile.txt" for different user environments:

For Linux users aiming to output Windows .exe files.
For Windows users aiming to output AppImage files.
