We need a new patch release to generate the new gold introduced by #1215 - the current gold has not been affected.

- Validation of 8GeV Signal by @tomeichlersmith in #1215
- This PR also introduces a new validation sample for signal. It uses https://github.com/LDMX-Software/dark-brem-lib-gen to generate the library that is then used to test run a signal simulation in the target.
