Updated to Exiled 3.0

We've returned back to the server game config fuckery, this is the only way to make the round timers to reset.

Abracadabra alakazam some more bugs fixed

• Added new config options
• Hopefully improved reliability
• Fixed a NRE
• Still doesn't fix the round timer not resetting each round (Restart your server after each round as a temporary fix if the round time is important to you)
