Remaining tasks before release

Changes in this release

  • Improve accessibility for the main navigation between datasets.
  • Restrain the map to Swedish coordinates
  • Fix the calculate_procurement_score test
  • Update website footer and simplify translations by using Markdown content instead of multiple translation keys.
  • Specified election year for /partierna
  • Improved instructions in README
  • Update docker setup and add docker compose watch mode

Fix the calculate_procurement_score test (#522)

The sampled input data in the test file went out of sync with what
the caluclation expects.

I grabbed the additional inputs by first running the calculation
as per the instructions in `data/README.md`, then extracted it
from the output.
