I opened an issue in KiCad/kicad-templates#11 to ask for better documentation and standardization of the templates. That was probably the wrong place for it, so I copy it here:

There is no official guide on how to create a KiCad template. The only documentation about it is a small description about the needed files here.

Maybe adding a section in KLC for templates? That would be very useful for people creating new templates as well as for people using them. There is no convention for the names of libs/footprint/3D arquives. Each template has a different naming schema and that makes it confusing for new template development.

Should a new KLC section be created to improve this? I'm willing to help with the documentation part :)

Sorry it took so long to get an answer. Yes the template section is in dire need of standardization. If you can come up with a set of sensible rules then we are definitely willing to include them.

My suggestion would be to post your first draft here and we can discuss the details.

KLC for templates should define the project templates and worksheet templates. (see KiCad/kicad-templates#21)

I have no idea how to start this [yet]...
