Cobra v1.23
General bug fixes. Of interest is prevention of VTOLs being built in a cyborg factory.

- Removes beacons which caused a massive performance problem (almost 1/5 of a second at the worst).
- Removes some events that were useless.
- Fixes laser satellite targeting.

Simplified tactics. VTOLs can pick multiple targets per run instead of one.
Now uses experimental confidence points system for determining if it is ready to attack.
