📝 Description
1월, 2월의 경우 해당 년도의 이전 년도 9월부터 현재까지 생성된 세미나를 들고와야 하는데, 해당 년도의 9월부터 생성된 세미나를 조회하고 있었던 오류를 수정했습니다.
추가적으로 구글 포매터를 등록했고, 사용되지 않는 챗지피티 코드리뷰 workflow를 삭제했습니다.

올해 �1월부터 동작이 아예 안되었을 텐데, 이제 알아버렸습니다..... 운영 서버에도 바로 릴리즈해야 할 것 같습니다.
