- and/or the ledger state has already determined that its era ends at the end of its epoch (ie the necssary votes are in by the `4k/f`th slot, and there are `k` subsequent blocks after that slot, which tends to happen shortly after the `5k/f`th slot)

in which case the lower bound is instead the subsequent epoch boundary.
