[Halpy-340] Remove Case From Board

Attempts to remove a case from the board on Paperwork announcement

Adds the Administrative Case Closure command, which allows an Admin to remove a case from the board without paperwork needing to be filed. Removes the final elements of the debug python file.

Other Changes:

• Simplifies some of the in_channel, needs_aws, in_direct_message and needs_database decorator calls
• Removes useless case note reassigns
• Simplifies the Distance command and makes it more reliable
• Removes the mod_case_notes useless section
