poetryを利用したバージョン固定を行います。
結構再現するのが難しかったので･･･。
VOICEVOX ENGINEと同じような機構を使っています。
poetryでパッケージを追加して、requirements.txtを書き出し、
pip install -r requirements.txtでインストールする感じです。
