This PR introduces several adjustments to the Terraform configuration to streamline support for multiple missions:

Enables the creation of new workspaces (dev & prod) for different missions.
Adds a new variable file specifically for the Padre mission.
Renames the Hermes variable file for consistency.

These changes aim to simplify the process of managing and deploying mission-specific infrastructure.
