Description:
This PR refactors the zipped sorting function as a container lambda function such as the processing lambda. This is to promote consistency between the repos. This ensure the architecture supports this new function by removing the old swsoc-lambda-bucket which stored the zipped lambas and replaces it with a ECR repo. Also updates the buildspec to support applying the terraform.
