This commit makes changes to the HPL base_application definition to define variables before templates are rendered, and also prevent padding values if the workload contains `mxp`.

This merge adds support for HPL-MxP to the nvidia-hpl definition. It also updates the hpl base_application definition to be able to generate mxp workloads better, since these workloads have a different way of executing and presenting figures of merit.
