@knopp - I wanted to move ContentLayers outside of super_editor to use it in another project. It seemed reasonable to stick it in this package rather than create a new package just for ContentLayers.

This migration required replicating some of your recent sliver stack work over to this package. Do you have any concerns with this migration?
