Witness Randomizer

• Also randomizes the inner symmetry gate with some upDownPanels
• Randomizes the two wide panels at the bottom of desert between each other
• Randomizes the four minipanels between each other in the big floor panel in the mountain

Witness Randomizer

-Adds UpDownPanels that can be in Tutorial Back Left
-Makes it so that the Mill Elevator can always go down(It could already always go up)
-Makes the UTM floor panels always possible on every seed(previously, there was only a fifty-eight and a third percent chance of all of them being possible)
