This target file captures browser data from Vivaldis default data directory.

Description

This is a taget-file for the Vivaldi Browser. It is Chromium-based, so the artifacts are mostly the same as Edge/Chrome.
Vivaldi has a few new ones, like Notes, which I've included, as well as a .vivaldi_reporting_data file, in the C:\Users%user% directory, for some reason.

This adds progress to the Vivaldi feature on the Kanban Board (https://github.com/users/EricZimmerman/projects/1/views/1?pane=issue&itemId=32761849)

Did we want to add this to the Web Browsers Compound Target as well?

I think it would make sense, I just forgot to update them for this and Yandex
