pay does this, xpay does not. Which means if a block comes in (or you're behind),
you get gratuitous failures:

Changelog-None: xpay is new this release.
If the first one doesn't use the entire timeout, the second might need longer
(I used TIMEOUT=10 normally):

pay does this, xpay does not: it was found by a test flake, but the problem is real!
