Adding extra code to run PRSS gdx correctly.

Update to run PRSS accordingly

- Adding Intervals.inc to make sure the datetime order is correct all the time
- Fix the bug in vSPDSolveDWH_3.gms so that the initial generation are correctly passed to the next run.
