chore: backport learner record redirection changes to Olive

[APER-1975]

This change backports recent changes to the Learner Record MFE supporting the Credentials IDA and the Support Tools MFE. The following changes have been cherry picked from the main branch:
- chore: add some additonal docs for environment flags (cherry picked from commit c1fda7f)
- fix: don't generate frontend specific urls for the Learner Record MFE (cherry picked from commit f889856)
