For pm-cpu maint-2.0, make changes to machine files already on master.
No module version changes (except for updates to AMD compiler) and should be BFB.
Primary change is adjusting PE layouts to remove CPL_PSTRID=8 hack as the performance issue with communication has been resolved and is no longer needed. The following 2 PR's describe most of these changes:
