Adding this issue to track the documentation and bug fix discussed on the NCAR topo repo:

NCAR/Topo#62

@jsbamboo fixed some issues in E3SM's copy of "cube_to_target" when using that tool on some ultra-highres datasets.

Fix should be ported to E3SM version as well.
