Add files from DioxusLabs/dioxus#1404

Additional changes:
* More English fixes.
* Removed plugin docs from SUMMARY.md, since they are not going to be using Lua. However, I left the folder there for future reference.
* Removed governance.md from SUMMARY.md, because it doesn't contain anything.
