HeartRateMonitorVRC v5 Beta

Added feature for connecting phone in case if you don't have Bluetooth adapter (and don't want to buy one).
Install this app on your phone to start connection and then follow these steps:

1. Connect your PC and Phone to the same internet
2. Launch HeartRateMonitorVRC on your PC
3. Launch HeartRateMonitorVRC on your phone
4. Turn on your pulseoximeter and press "Scan" button in phone app
5. Wait for 10 seconds until it displays all Bluetooth devices nearby
6. Select your pulseoximeter device and wait until your HeartRate appears on PC application
7. Done

• Improved isHRBeat VRC parameter handling. Instead of delaying for 50ms it will delay to 1/3ms of current BPM
