Purpose of change
When I originally made Blazing Aura, there weren't concentration powers at all, and now that the balance of concentration is pretty well worked out, it should get switched over.

Switch Blazing Aura over to the concentration model.

Testing
Power turns on and remains on indefinitely. Turning it off has zero cost. Stop concentrating successfully turns it off.
