Add query param state to application view #1579

🛠️ Changelog

Add: query params for selected tab / section to application view page. ui
Fix: don't show reservations tab if none of the application section has reservations. ui
Refactor: application queries (move ui specific fragments out of common).
Requires: Add has_reservations field to application section GraphQL node tilavarauspalvelu-core#1469
