Patch release that fixes an issue where Forest would slowly drift out of sync.

Mandatory release for mainnet node operators. It sets the upgrade epoch for the NV24 Tuk Tuk upgrade to 4_461_240, which corresponds to Wed 20 Nov 23:00:00 UTC 2024. No F3 support is planned for the NV24; see this post for more details.
