Set bUsedWithInstancedStaticMeshes in the default Cesium material #59

This flag needs to be set in a material in order to UInstancedStaticMeshComponent, as used when the EXT_mesh_gpu_instancing extension is encountered. Otherwise, a warning is written to the log and there's a big stall while shaders are compiled. Instances would probably not work in a game-only context.

@timoore @j9liu based on the discussion yesterday should this be closed and incorporated into the plugin directly?
