What this PR does
Fixes gems not calculating mana cost mods properly (including skill mod and support gems mods)
Why it should be added to the game
I guess it'll allow guys from shadow wizard money gang to customize their wands more, and clear up confusion about manacost numbers from description (currently numbers provided in description is doubled)
