What this PR does
adds HEI and SAPHEI ammo types for 20x117mm. only obtainable through premium restocker and using corrupting frog on standard magazines
Why it should be added to the game
sacrificing general usability for single-shot damage (100% jam chance, ~2x damage). also balanced by being a bitch to obtain and expensive.
