Updated message on root mgmgt group policy exclusion

Overview/Summary

I have added verbiage to clarify that when ALZ is deployed we are not touching the root management group and that all policies are applied below the root management group.

This PR fixes/adds/changes/removes

1. Adds clear text that the root management group is not touched by policies during ALZ deployment.
