What this PR does
We rollout a new CS version that includes the API level changes that will require providing managed identities information. The identities themselves will still not be leveraged. This is the introduction of the changes at API Level.
This is a breaking change because it now requires end-users to precreate and provide managed identities information.
It also includes the removal of defaulting at DB level for the load balancer type, which is already defaulted at the application side instead.
