feat(contract): devnet testing and new events support

Description

1. Change event emitted.
2. Add event testing in create_order tests.
3. Update github actions to run SDK tests with devnet.
4. Update index to parse contract events (old version and new one).
5. Add starknet-devnet reset between tests.
