Plus add a debug statement
If not uploading image.jpg due to frequency not being met, we may still need to upload a mini-timelapse so don't exit yet.
It's possible multiple timelapse.sh can be executing at the same time, so use unique "sequence" directory names. Also, if timelapse creation fails, add a WebUI message.
so when looking through the log it's more obvious what day the statement is for.

Bug fix: Stop rsyslog before installing it, just in case it's already installed.

Needed for both RPi and ZWO. Also, remove the "NEW" entries since we now check for out-of-bounds.
With RGB24 images we average the Red, Green, and Blue brightness values. I had totaled them but failed to divide by three, so bright images would overwrite the histogram[] array.
