Initial release to create DOI for R code created by Alea Wilbur-Mujtaba for the Fiscal Futures Annual Report.

Contains methodology for cleaning and coding data used to calculate Illinois' Fiscal Gap. Also includes details on variables that must be considered when examining other research topics (e.g. variables relevant to Debt Service, Pensions, Federal Revenue, etc.)
