An installation path like "/usr/share/tangerine/" might be read-only. Define the CPP macro `TANGERINE_SELF_CONTAINED` to use a path relative to the executable, instead. Currently, Windows always uses `TANGERINE_SELF_CONTAINED`, but support for both options could be useful there, too.
Without this change, if you started Tangerine with some saved bookmarks and removed them all, the update would not be saved.

This PR also fixed deleting all bookmarks and adds some Emacs configuration (at least enough to stop having my settings clobber your indentation). If you hate
namespace fs = std::filesystem;
, I've tried to keep that part isolated.
