Мелкие доработки. (#889)

## Описание PR
Изменён инвентарь РХБЗЗ, добавлены требования для ролей ОБР, РХБЗЗ и
спящих агентов. Ослаблен урон по стамине телескопичкой и станпродом. В
техах теперь может попасться светильник. Увеличена стоимость создания
некоторых мехов, оружия и патрон. Добавил ионку в аплинк, переделал
статы РХБЗЗ. Удалил из игры свою личную вещь( я хочу себе сделать сову.
)

- tweak: Уменьшена скорость большинству снарядов в игре, но не до
изначальной.
- tweak: У пистолетов пулеметов подредактировали скорость стрельбы,
теперь скорострельность в режиме очереди больше чем в автоматическом
режиме.
- tweak: Растения более терпимы к тухлой еде, но пока что все равно не
могут получить из такой питательных веществ.
- tweak: Ослаблены телескопички и шоковые дубинки(самодельные).
- tweak: Боевые мехи и их модули в общем потребляют больше материалов
чем раньше.
- tweak: Характеристики скафандров РХБЗЗ были в общей мере ослаблены.
- tweak: Снаряжение ОБР И РХБЗЗ было подкорректировано.
- tweak: На доработку были убраны модули коррекции огня.
- fix: Новакиды снова получают повреждения от воды.
- fix: Починил эмоцию плевка. (пока без спрайтов)
