Временное решение проблем с github actions. После апстрима нужно будет откатить эти изменения.
Этот PR заставляет github actions (yaml-linter, test-packaging, build-test-debug) использовать dotnet 8.0.203 и отключает rollForward версий dotnet в global.json. Если не откатить эти изменения, после апстрима могут возникнуть проблемы со сборкой.
