I am not a lawyer (and this is not legal advice), but the current license appears to be either: (1) incompatible with the GPL, or (2) effectively the same as the regular BSD 2-clause since any user could sublicense to whatever government agency he or she so desires. Either way, it's vague and really should be replaced by the regular BSD 2-clause license (or the MIT license or whatever).

All Russian, Chinese and United States government agencies are strictly prohibited from using this software.
0 Why do you mention specific states? Don't you think that EU, British and DPRK agencies are sacred? Or do you work for any of them?
1 Why do you use the instrument (copyright) inventented by govenments to violate our inherent rights? Playing a no-win game won't do anyone any better.
3 Why do you think that this prevents government agencies from using your software? They are the prosecutors, not you, they won't prosecute themselves.
