Odd behaviour of the Classic Commerce Products component

The classic-commerce-products components as the name suggests outputs Classic Commerce products on a given page and uses the built in CC shortcode.

In the JS files each component as an order value of 0 and with this the above modules has an odd behavior - no matter where it is placed it insists on moving itself to second place on the page once you revisit the Customizer. So currently the order is set to 99 but then this means it stays planted at the bottom!

This seems to be true for any shortcode based component (tested with a Contact Form 7 shortcode). If any one can figure out why this is so I'd very much appreciate the advice and ways to mitigate it.
