Unable to create datasets on vNext

Describe the bug

It would seem that we don't store templates: [ ] in the ZoweLocalStorage.
This causes any calls to template related methods like getDsTemplates to error out with the following error

To Reproduce

1. Install the latest vNext version v3.0.0-next.202403051607
2. Try creating a dataset

Expected behavior

To be able to create datasets.

Additional context

I found this while testing a PR (#2754) in combination with the V3 related work for FTP (zowe/zowe-cli-ftp-plugin#155). However, I was able to reproduce the problem with out latest vNext version v3.0.0-next.202403051607

I initially labeled this as sev-crit because there is no workaround within the same version of ZE. However, you can go back to V2, or to the 3270 and still create the dataset 😋
