软删除a用户后，再新增a用户报账号已存在！

计划开启回收站选择，选择加载已删除数据并增加撤销功能

计划开启回收站选择，选择加载已删除数据并增加撤销功能

可能存在只是想要的账号相同，但是用户不是一个人的场景。建议在操作的界面上给出类似“将恢复此账号历史操作数据”的提示。避免把一个人的账号给另一个人用，但是两人的职权不同，造成数据信息泄露
