vr.server is currently pinned to celery < 4 due to an apparent reliance on the removed e-mail feature.

And Celery 3.x is dependent on kombu <3.1, which is not compatible with Python 3.7 (due to use of async keyword).
jaraco pushed a commit to yougov/vr.server that referenced this issue Aug 22, 2018
Allow failures on Python 3.7. Ref yougov/velociraptor#225.
