At the moment, transactions stay in the undetermined state with a loading circle in the studio frontend.

Add appeal window to go to final state or be appealed. Add them to the accepted queue.
Change timestamp_accepted to timestamp_awaiting_finalization
Add appeal_undetermined bool in the Transactions table of the database
Implement the state transitions to process the appeal
Add frontend button
Add tests
